As a goodwill gesture, Pakistan will release 589 Indians held in Pakistani jails. Nearly all the prisoners are fishermen picked up, over the last 18 months, for  working illegally in Pakistani waters. India also arrests illegal fishermen, and has about 140 Pakistanis locked up. These will be freed as well.
