President Wahid, facing impeachment, is trying to declare a state of emergency. But the military does not back him and may not go along. But Wahid does have millions of fanatical followers who could change the soldier's mind. Wahid could easily trigger a civil war if he tries to use force to avoid impeachment. While he can issue a state of emergency decree and dissolve parliament (thus stopping impeachment proceedings), that's about all it would do.
