Police released 17 men who had been arrested two days earlier for trying to overthrow the government and establish an Islamic State. Locals had complained about the activities of the group, which largely consisted of trying to recruit more members. The men were released because laws against plotting to overthrow the government had been repealed a few years back. These sedition laws had been used by the former dictatorship to forbid all opposition.
