The survey is based on at least three other surveys of public and private corruption in the 102 nations covered. Thus some of the worst dictatorships in the world (Cuba, North Korea, Iraq) are not counted. Indonesia's biggest problem was seen as government corruption. Everything, it appears, is for sale in the government.

In Aceh, rebels killed a policeman while the government said it was willing to restart peace talks with rebels without conditions.
