US electronic eavesdropping picked up a message from Indonesian army officers indicating that the ambush in Papua last August (that killed two Americans) was the work of soldiers. The military wanted to implicate Papuan separatists in attacks on people working at the huge US owned mining complex in Papua. This sort of thing has happened before with the Indonesian armed forces. The Papuan police have not found who made the attack.
