Although the government has arrested some hundred terrorist suspects since the Bali bombing last October, it's generally recognized that there are a few dozen Islamic radicals who have not been grabbed because the various Islamic conservative parties are powerful enough to protect them. Some fifteen percent of the members of parliament belong to Islamic conservative parties.
