 The army is resisting an investigation of involvement in the killing of two Americans in Papua last year. The US is withholding aid to try and get some cooperation, and the army is threatening to stop providing security for gold and copper mines in Papua (which they are paid for by the mine owners.) Since the establishment of Indonesia half a century ago, the armed forces have had a great deal of autonomy and are reluctant to give it up and submit to civilian authority.
