 The government is having problems with follow through. Religious violence in the east, separatist movements in Aceh and Papua, and Islamic terrorists have all demanded decisive action, but have only received halting and half hearted responses. The attitude appears to be that patience will work, that eventually the problems will go away by themselves. Maybe, but it's a very uncomfortable, noisy and bloody wait.
