Kuwait announced that it has increased its defense spending to cover the cost of increased allied troops in the country, as well as joint exercises. More than $150 million will go toward upgrades of the two air bases to improve the rapid arrival capabilities of more US forces. Kuwait will spend over a billion on a new command, control, communications, computer and intelligence system. The US has deployed a "full time command element" in Kuwait.--Stephen V Cole
