The UN has a new arms inspection team ready for Iraq duty, but Iraq refuses to allow the team to enter. The US says it will not use force to try and compel Iraq to comply. Iraq has been rebuilding it's weapons development programs, and so has no incentive to allow arms inspectors back in.
