The first Arab summit meeting since the Iraqi invasion of Kuwait in 1990 has closed without resolving the outcast status of Iraq. Saddam has successfully positioned as a victim, at least to many Arabs. But at the summit meeting, Kuwait demanded guarantees that Iraq would not invade again. Iraq has, increasingly over the last ten years, repeated it's claim that Kuwait is part of Iraq and must be taken back. Iraq, of course, blamed Kuwait for the failure of the meeting and demanded that Kuwait apologize for forcing Iraq to invade Kuwait in 1990.
