Chinese firms continue to defy the UN embargo and upgrade Iraq's air defense system. U.S. satellite and electronic surveillance confirm this, and Chinese officials admit it's true (off the record, not publicly) and say they will do something about it. But every Chinese company has political allies, and apparently the Iraqi contracts are too lucrative to kill.
