A US government report asserts that Iraq has illegally diverted $6.6 billion from UN supervised oil sales since 1997. Moreover, the 78 UN border inspectors are generally unable to stop all the smuggling into, and out of, Iraq. Although really large items, like warplanes and armored vehicles, are kept out, many smaller items can be sneaked in. Syria, Jordan, Turkey and various Gulf States are all complicit in the smuggling of illegal goods into Iraq and and oil out.
