Bahrain, headquarters of the US 5th fleet in the Persian Gulf, has come out against an invasion of Iraq. However, Bahrain has not said it would forbid the use of it's territory to support such operations. 

Iraq owes Russia some $20 billion for past arms and other deals. Iraq is offering Russia contracts for some $40 billion in additional business. Russia has long been opposed to any military action against Iraq, as have other countries owed a lot of money by Iraq (especially France and China, which are also being offered new business deals.) The best allies money can buy.
