Iraq continues to use the UN, and Iraq's allies in the UN, to deter an American invasion of Iraq. Many governments would rather support a tyrant like Saddam rather than tolerate the removal, by force, of a government in power. Too many UN members are dictators and unpopular with their people and fear that Iraq would establish a dangerous precedent. Other Iraqi allies, like China and Russia, have been bought by Iraq. Still others, like France, are just eager to stick it to the US.
