The US continued its psychological warfare campaign against the Iraqi leadership when US president Bush warned Iraqi generals that "there would be consequences" if their actions led to the deaths of Iraqi civilians. This puts the Iraqi generals on notice that they could face war crimes prosecutions after the war if they backed Saddam. The choice, obviously, is to turn against Saddam when an opportunity presents itself. At the very least, this makes Saddam and his inner circle nervous and more paranoid.
