In overnight raids, Israeli police and troops arrested 17 members of Palestinian terrorist organizations. Such raids have put a lid on most Palestinian suicide attacks. While there are many volunteers for such missions, the technical staff is needed to pull off these complex missions. The Israelis have been successfully  going after the technical and management staff in the terrorist organizations. In response, the Palestinians are directing more of their attacks at Jewish settlements in Palestinian territory. These require less planning and technical support than suicide attacks within Israel.
