Israel agreed to release five percent (about 350) of the Palestinians held prisoner because of the violence during the last three years. None of those released will have "blood on their hands" (convicted or suspected of killing or wounding Israelis.) This is causing a dispute with the Palestinian authority, which wants some of the more prominent prisoners released, including several with bloody hands.
