Counter-terrorism operations continue, mainly because several smaller Palestinian terrorist groups have refused to join the ceasefire. Israeli security forces have to be careful carrying out operations, lest they antagonize the larger terrorist groups who are abiding by the ceasefire. Meanwhile, most Palestinian terrorist organizations see the ceasefire as an opportunity to rebuild and get ready for the next round of attacks.
