Palestinian assurances that they would keep people out of the Gaza Jewish settlements, until the Israelis can dismantle military bases, synagogues and other agreed-upon moves before the Israeli troops themselves pulled out next month, are failing. Young Palestinians sneak past the Palestinian guards and get into trouble with Israeli troops, who have a hard time, especially at night, telling the difference between a looter and a terrorist. One such interloper was shot and killed in the past few days.
