Russia has agreed to undertake the upgrading of railroads in North Korea so that South Korea can move goods across the DMZ, North Korea and Russia to Europe. This will cut the time of such movements to five days, and cut the cost in half as well. Transit fees for North Korea and Russia will amount to millions of dollars a year.
