UN peacekeepers forced rebels and government (actually, pro-Charles Taylor) groups to stop shooting at each other in Buchanan (a port 90 kilometers from the capital.) All over the country, armed groups fight over food and loot. Food, and other aid, tend to get stolen unless the aid groups make deals with the strongest warlord in the area to provide security. The UN peacekeeping force won't reach its full strength of 15,000 until early next year.
