The rebels also have internal problems. Villagers today found a large bag containing the heads of 40 rebels killed by members of a rival faction. The Maoist rebels have developed an internal split between those willing to negotiate with the government and those who want to fight on no matter what. Two factions apparently fought it out a couple of weeks ago, with the bodies of the losers beheaded to make it harder to identify them.
