The Maoist rebels, taking a beating from relentless army attacks, has asked to start peace talks, without any conditions. But at the moment, the government is unwilling to negotiate until the rebels surrender their weapons. Otherwise, negotiation and ceasefire would enable the rebels to rebuild their strength.  Meanwhile, army and police attacks killed 22 rebels.
