The rebels have agreed to informal talks with the government to try and resolve their differences over the truce terms. The government accuses the rebels of extorting money from businessmen and anyone who appears to have wealth that can be plundered for the rebel cause. Rebels are also carrying weapons openly in areas that the government does not consider rebel controlled.
