Maoists are making more use of roadblocks, to stop vital truck traffic, and do a little looting and extortion. The Maoists will flee when police or soldiers show up. But in the meantime, damage is done. The Maoists are taking casualties, but not enough to significantly reduce their strength. They can just kidnap more high school students to obtain new gunmen and slave laborers.
