The Maoists, feeling that things are going their way, continue their program of kidnapping teenager, and terrorizing rural populations in order to maintain control and freedom of action. The army and police, however, are using their aircraft and ground reconnaissance more efficiently to find, and attack, Maoist camps. As a result, Maoists are trying to house their troops in populated areas, dispersing them in the homes of civilians. This puts the civilians at risk if the government forces come through. And the cycle of death continues, and may continue for a decade or more.
