Despite Abu Sayyaf threats to kill it's three hostages, the government refused to negotiate a ransom with the rebels. There have been rumors that Abu Sayyaf was negotiating with the families of the two American hostages for a ransom, and that there was a problem of getting the money to the rebels without some of it being stolen by the army or police.
