Despite army claims that the NPA is a spent force, the Southern Luzon continued to be an active war theater throughout 2002. The government reported that the 8th Infantry division had 37 encounters with the NPA, with 17 rebels killed and 80 more captured. They also overran 28 NPA camps and seized 136 firearms. The Army's Southern Luzon Unified Command reported that they had engaged the NPA in at least 84 encounters in 2002, recovering at least 205 firearms. During that time period, the local NPA had committed 75 murders.

Communist Party of the Philippines spokesman "Comrade Roger" declared that the NPA rebels, organized into 128 "fronts" across the country will launch "bigger, frequent and bigger tactical offensives" against government forces in 2003. - Adam Geibel
