 In the fallout from the failed insurrection of army and navy troops, the head of military intelligence has resigned (he was accused to staging terrorist attacks and other corrupt acts), and the MILF admitted that they have bought weapons from soldiers. This corruption is an open secret, but stamping it out is difficult because the bad practices have been tolerated by so many leading Filipinos for so long.
