Despite long experience with kidnappers and terrorists, the Philippines is giving in to Iraqi terrorists holding a Filipino civilian worker. Normally, the Filipino government never gives in to terrorists demands and kidnappers. But the government will withdraw it's 51 peacekeepers from Iraq, as the Iraqi terrorists have demanded. About half the Filipino population backs this move, the other half opposes it. A major consideration is the long time resentment, by over four million overseas Filipinos, that the government does little for them. The Filipino government is much less accommodating with kidnappers and terrorists in the Philippines, but the kidnapped Filipino in Iraq has become a media controversy, and cannot be ignored.
