Ukraine announced that Russian president Putin was the target for a Chechen assassination plot during an August visit. Four Chechens and several others were arrested when the plot was discovered and broken up. In Siberia, five soldiers were arrested for trying to sell components (containing precious metals) of S-300 anti-aircraft missiles. This is Russia's top of the line SAM.
