Russian arms sales continue to flourish with an $800 million sale of 310 T-90 tanks to India. Long a major buyer of Russian arms, some 70 percent of Indian weapons are Russian made or designed (and manufactured in India under license.) Russian troops began leaving Chechnya, and eventually reducing troops strength there to 50,000, or 22,000, depending on who you listen to.
