Russia is still having corruption problems with it's armed forces. Typical of this was the arrest of some soldiers in charge of an ammunition depot for the Pacific fleets. The soldiers had been selling explosives to local criminal gangs. The troops were caught with 900 pounds of explosives and 2000 detonators. Another source of corruption is the 140,000 border guards, who watch 13,500 kilometers of frontiers. The majority of people and material getting past the border guards drive by after bribes or false documents are used.
