The last Russian military base outside the border of the former Soviet Union was closed today. The naval base at Cam Rahn Bay in Vietnam was evacuated by Russian troops, after being there since 1979. Russia still has troops stationed in what they call "the near abroad" (parts of the former Soviet Union.) This includes 16,000 troops in Ukraine, 19,000 in Tajikistan, 3,200 in Armenia and 3,000 in Georgia.
