The government declared the vote on Chechnya's new constitution a success. Most observers consider the vote was rigged. The referendum approves a new government and provides for some autonomy, but Chechnya will still be part of Russia. The rebels up in the hills opposed this, but their numbers are dwindling and most Chechens just want peace.
