In Chechnya, the three month amnesty yielded only 170 rebels who accepted, out of several thousand thought to be active. The various rebel factions threaten to kill any of their members who defect, or kill family members if they cannot find the man who accepted the amnesty. Most of those who accepted the amnesty, fled Chechnya with their families.
