The pro-Russian Chechen leader of Chechnya has called for Chechen police to take control of peacekeeping in Chechnya. Russia would like to see this happen, but is doubtful that the Chechens could do it at this point. There is also the fear that the pro-Russian Chechens would make deals with the many Chechen rebel factions that would "legalize" all manner of criminal activities and radical Islamic operations.
