Russia and the United States, the two major producers of portable anti-aircraft missiles, have negotiated an agreement to cooperate in limiting the illegal sale of these missiles. There are tens of thousands of Russian missiles in circulation, and the deal will open Russian production and shipping documents to American intelligence.
