In Chechnya, special security units, composed of better trained and paid troops, are being formed to protect the Chechen president, and oil pipelines that go through the province. Tapping these pipelines is a major source of income for criminal gangs. Trying to stop the oil theft is going to shift the fighting from separatist rebels to the more numerous criminal gangs.
