Russia has convinced its neighbors (nations that used to be part of the Soviet Union), now members of the Commonwealth of Independent States, to integrate their anti-aircraft and air-traffic control systems. This system would be run from Moscow, and would give Russia constant knowledge of air movements over a wider area.
