  The government refuses to pour a lot of money into a new F-22 class fighter. Although the Sukhoi company has been given a contract to develop this "Fifth Generation Fighter," the money has not followed. Sukhoi is still aiming for first flight by 2008, and entering service in 2015. Russia believes it needs this new aircraft to replace current Su-27s and MiG-29s.
