November 8, 2007: In Burundi, the last rebel group, the Hutu Paliphehutu-FNL faction, continues to suffer from its own little civil war. One faction of the faction wants to accept amnesty and peace, another faction does not. In the last few weeks, fighting between the two factions has left over a ten dead, and dozens wounded. The government is apparently waiting for the smoke to clear, to find someone to talk to.

Rwanda has backed off on its threats to intervene in the battle against Tutsi rebels just across the border in eastern Congo. Rwanda and Burundi are both run by Tutsi minorities, and Rwanda has often gotten involved in helping Tutsi minorities in neighboring countries. The Tutsis are better organized, and better fighters, than the other tribes in the region.
