The government signed a deal with Iran to obtain advice, equipment and instructors to improve Sudan's secret police and internal security forces. Iran is a country where a minority of Islamic radicals dominates the rest of the population. Sudanese Islamic conservatives have long been trying to do the same thing, but with less success than the Iranians.
