France, Germany, and Italy are set to form a new European military space pact. France will contribute its existing Helios-2 photo recon satellite. The Germans plan to launch a radar satellite, designated SAR-Lupe, in 2004. Italy is building four radar and three optical satellites for launch in 2003-2004.--Stephen V Cole
