Romania has ordered another 24 IAR99 SOIM advanced jet trainers, which double as multi-role subsonic fighters. Romania has previously bought 21 of the planes, but only 13 are still in operation. The first six of the new order should be delivered by year's end. The Romanian government has approved a plan to restructure the Army to meet NATO standards. It currently has 180,000 personnel (combined troops and civilians), but will be cut to 112,000 soldiers and 28,000 civilians by 2005. --Stephen V Cole
