New President Bush is said to have a clear idea of what he wants to accomplish, and plans to stick by the programs he described as a candidate. For the military, this includes:
1. A pay increase amounting to a billion dollars a year.
2. A missile defense system. Bush, however, is a results-oriented leader and insists on the military delivering a system that can actually do the job.
3. A reorganization of Clinton-era military commitments (e.g., less peacekeeping, more training).
4. Modernization (although this point is rather vaguely defined).-Stephen V Cole
