Portugal has announced plans to re-equip their military forces over the next 35 years. About $5 billion will be spent by 2014, after which Portugal will not buy any new equipment but will insist on leasing arrangements. To priorities for purchase include three submarines, a multi-mission ship, 10 NH90 medium-lift helicopters, and three A400M transport planes.--Stephen V Cole
