For the first eight months of the year, rebel violence has left 1,070 dead. The capital is hosting a conference of African countries who are working out an agreement to deny terrorist organizations refuge in any African nation. In the past, it was common for terrorists and rebels in one nation to find refuge, or at least be tolerated, in a neighboring country. This has caused the entire continent problems and few want to allow that sort of thing any longer.
