The police lack the modern communications, and internal discipline, to use information they have on terrorist groups, and catch them. Jemaah Islamiah, and other al Qaeda like groups, are still trying to carry out bombing attacks. Fortunately, the terrorists are not all that disciplined and efficient either. But the killers are out there, and eventually they will get lucky.
